Most Europeans think that they live on a continent that has the most ambitious climate policy. This books shows that this is no longer the case and points at differences in geopolitical strategy, state power over domestic finance and how conflicts are managed in domestic politics to explain why Europe now lags behind other great economic powers like China and the United States on this issue.
